As with all the nostalgic games people want them reinvented for the modern era.
Wacky Wheels HD was an odd project from the beginning, with the then largely unknown developer acquiring the IP licence to make a new WW! But progress was slow and steam early reviews were bad, then it suddenly got pulled.
Then a little while later Chris from Cascadia games annouced it could be redownloed for free https://cascadia.games/users/chris/statuses/106536392344215320
